The dry weather of Spain resulted in the importance of water fountains in Spanish urban design. In addition, ceramics figure prominently in architecture throughout Spain, especially in the tile roofs and the use of decorative tiles known as azulejos. In the 1960s, more than a decade later than other western European countries, Spain began to enjoy economic growth and gradually transformed into a modern industrial economy with a thriving tourism sector. Growth continued well into the 1970s, with Franco's government going to great lengths to shield the Spanish people from the effects of the oil crisis. Spain is a constitutional monarchy, with a hereditary monarch and a bicameral parliament, the Cortes Generales or National Assembly. The executive branch consists of a Council of Ministers presided over by the President of Government (comparable to a prime minister), proposed by the monarch and elected by the National Assembly following legislative elections. Spain is considered by many, including a large part of Spanish population, to be a group of nations unified under a single State, much like Belgium, Switzerland or the United Kingdom. Despite this, the policy of many Spanish governments has led to a "Spanish nationhood" which is the one people identify with Spain internationally. In order to understand the political forces and debates in Spain we have to consider two dimensions: the Right vs. Left dimension and the Nation State vs. Plurinational State dimension. The political parties agendas and the individual citizens opinions can only understood when situated on both dimensions. The Constitution of the Kingdom of Spain states that 1) it is a Nation and 2) that it is formed by Nationalities and Regions. This statement is a contradiction (since Nationality and Nation essentially mean the same thing in political theory), but it was an agreement that struck a balance between the political parties advocating the nation state and those advocating the plurinational state. The territorial organization of Spain into Autonomous Communities of Spain is the administrative realization of this constitutional balancing act. The most important minority group in the country are the Gitanos. Other indigenous minorities are Mercheros (or Quinquis) and Vaqueiros de alzada.- The latter, meaning "Mountain cow-breeders" dwell in mountain ranges in the Principality of Asturias and have kept historically apart from the valley dwellers. Foreign minorities include South Americans from countries like Argentina, Ecuador or Colombia; black Africans; Arabs and Berbers mainly from Morocco and other countries of North Africa; and Asians from China, Japan, Korea, and Vietnam. After the fall of the Roman Empire, Germanic tribes invaded the former empire, several turned sedentary and created successor-kingdoms to the Romans in various parts of Europe. Iberia was taken over by the Visigoths after 410.In the Iberian peninsula, as elsewhere, the Empire fell not with a bang but with a whimper. Rather than there being any convenient date for the "fall of the Roman Empire" there was a progressive "de-Romanization" of the Western Roman Empire in Hispania and a weakening of central authority, throughout the 3rd, 4th and 5th centuries. At the same time, there was a process of "Romanization" of the Germanic and Hunnic tribes settled on both sides of the limes (the fortified frontier of the Empire along the Rhine and Danube rivers). The Visigoths, for example, were converted to Arian Christianity around 360, even before they were pushed into imperial territory by the expansion of the Huns. In the winter of 406, taking advantage of the frozen Rhine, the (Germanic) Vandals and Sueves, and the (Asiatic) Alans invaded the empire in force. Three years later they crossed the Pyrenees into Iberia and divided the Western parts, roughly corresponding to modern Portugal and western Spain as far as Madrid, between them. The Visigoths meanwhile, having sacked Rome two years earlier, arrived in the region in 412 founding the Visigothic kingdom of Toulouse (in the south of modern France) and gradually expanded their influence into the Iberian peninsula at the expense of the Vandals and Alans, who moved on into North Africa without leaving much permanent mark on Hispanic culture. The Visigothic kingdom shifted its capital to Toledo and reached a high point during the reign of Leovigild, treated in some detail at its own entry. The 20th century initially brought little peace; colonisation of Western Sahara, Spanish Morocco and Equatorial Guinea was attempted as a substitute for the loss of the Americas. A period of dictatorial rule (1923-1931) ended with the establishment of the Second Spanish Republic. The Republic offered political autonomy to the Basque Country and Catalonia and gave voting rights to women. However, with increasing political polarisation and pressure from all sides, coupled with growing and unchecked political violence, the Republic ended with the outbreak of the Spanish Civil War in July 1936. Following the victory of the nationalist forces in 1939, General Francisco Franco ruled a nation exhausted politically and economically until his death in 1975. The first governments of the Republic, were center-left, headed by Niceto Alcalá-Zamora, and Manuel Azaña. In 1933, the right-wing CEDA won power; an armed rising of workers of October 1934, which reached its greatest intensity in Asturias and Catalonia, was forcefully put down by the CEDA government. The crown jewel of Spain's next decade of infrastructure construction is the Spanish high speed rail network, Alta Velocidad Española AVE. Currently, an ambitious plan includes the construction of a 7000 km network, centered naturally on Madrid. The overall goal is to have all important provincial cities be no more than 4 hours away from Madrid, and no more than 6 hours away from Barcelona. Currently, AVE high-speed trains link Atocha station to Seville in the south and Lleida in the east (to be extended to Barcelona). As the Roman empire declined, the Suebi, Vandals and Alans each took control of part of Hispania. In the 5th century AD the Visigoths, a romanized germanic tribe, conquered all of Hispania and established a relatively stable kingdom lasting until 711, when it fell to an invasion by Islamic North African Moors and became part of the expanding Umayyad empire, under the name of Al-Andalus. When the Umayyad empire gave way to the Abbaside empire, an Umayyad exile established the Caliphate of Cordoba, effectively making Al-Andalus independent from the empire. Modern Spain began to take form during the Reconquista, the struggle between the Christian kingdoms arising in the northern regions left unconquered by the Moors and the Muslim kingdoms into which Al-Andalus eventually split. The dictatorship of Miguel Primo de Rivera collapsed in 1930. Disgusted with the king's involvement in it, urban population voted for republican parties in the municipal elections of April 1931. The king was forced to resign and a republic was established.
